Summary

This paper seeks to establish the current legal position as to how carbon rights are likely to be treated under the existing legal framework in Solomon Islands, and to use this as a baseline to identify a range of options for law reform. It has been commissioned by the SPC / GIZ regional project “Climate Protection through Forest Conservation in Pacific Island Countries”, funded by the International Climate Initiative of the German Federal Environment Ministry. It is part of a larger study on forest carbon rights in Melanesia (Fiji, Papua New Guinea and Vanuatu).
