Perverse Incentives

Incentives that are in contradiction to the intention of REDD+ actions. For example, poor setting of baseline deforestation rates may, unintentionally, incentivise countries with low current and historical deforestation rates to increase deforestation in order to be able to claim greater finance on the basis of reduced deforestation.
