Ad hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA)
Definition
The AWG-LCA was established as a subsidiary body under the Convention at COP13 as part of the Bali Action Plan (Decision 1/CP.13) to conduct a comprehensive process to enable the full, effective and sustained implementation of the Convention through long-term cooperative action, up to and beyond 2012, in order to reach an agreed outcome to be presented to the COP for adoption.
Policy relevance
At COP 18 in Doha the Parties agreed to terminate the AWG-LCA and negotiations under the Bali Action Plan (Decision 1/CP.18). A number of issues requiring further consideration were transferred under the SBI and SBSTA, such as: the 2013-15 review of the global goal; developed and developing country mitigation; the Kyoto Protocol’s flexibility mechanisms; national adaptation plans; MRV; market and non-market mechanisms; and REDD+.
