A forest policy that involves the devolution of decision making, responsibility and often authority surrounding forest management from national or state-level governments to actors and institutions at the local level.
REDD+ relevance
This is meant to increase efficiency at the local level and reduce central level administration costs. A second objective is to increase the engagement and empowerment of local institutions and communities in forest management.
