This study analyses the design of an Environmental Service Incentives System (SISA, in Portuguese), which includes a programme for REDD+ (Reducing Emissions from Deforestation and Forest Degradation) in the State of Acre, Brazil. Known as Environmental Service Incentives for Carbon (or ISA Carbon, in Portuguese), this programme represents one of the first public policies for REDD+. It’s considered the most advanced jurisdiction-wide REDD+ mechanism in the world.
