A Country-Led Safeguards Approach: Guidelines for National REDD+ Programmes
Summary
The guidelines present a comprehensive country-led approach to meeting UNFCCC and other REDD+ safeguard commitments. The approach allows countries to respond to international and national safeguard commitments, by building upon the country’s existing governance system – existing legal, institutional and compliance frameworks - that, combined, can be used to operationalize safeguards and provide information as to how they are being addressed and respected. The guidelines are divided into three parts:
Part I – provides a clear rationale for countries to apply a country-led approach to REDD+ safeguards
Part II – provides a comprehensive conceptual framework for a country-led safeguards approach
Part III – provides a step-wise process that countries can consider in applying a country-led safeguards approach
