National Action Plan Addressing Climate Change (Indonesia)

Plan
RAN-MAPI

Summary

The objective of the National Action Plan (RAN-MAPI) to address climate change is for it to be used as guidance for various institutions in carrying out a coordinated and integrated effort to tackle climate change. It states that addressing the impact of climate change should not be conducted by a few sectors alone, but that coordination between sectors and government ministries is essential to mitigation and adaptation efforts. The plan outlines the vulnerability of Indonesia to climate change and sets out immediate, short-term, medium-term, and long-term action to combat it.

It also lists the guiding principles for the implementation of the National Action Plan, outlining the steps that need to be taken in key sectors, such as the energy and land use (forestry) sectors. This includes the need for better energy efficiency and incentives for the use of renewable fuels. It also strongly links the future development of Indonesia and its citizens' quality of life with the need to reduce greenhouse gas emissions and the energy intensity of economic growth. The plan's adaptation agenda notes that sustainable development must by integrated with economic and social matters, with the implementation of adaptation activities parallel to poverty alleviation efforts. The plan notes the need for international assistance so that it can meet its aims.

Institutional arrangements

The plan discusses the importance of all sectors of Indonesian society working together to mitigate and adapt to the effects of climate change.

Stakeholder engagement and participation

There is not a great deal of discussion about stakeholders in the National Action Plan. However, it identifies that it is a dynamic document and therefore one that must be continuously evaluated and improved with the input of various stakeholders.

Forest management

The plan acknowledges that climate change mitigation and adaptation will only take place if there is strong enforcement of law and regulation, alongside good governance. When discussing land use, it states that law enforcement should be implemented fairly and without special treatment. It says that law enforcement should be strictly implemented for cases that cause forest fire.
