Country Programme Framework for Sustainable Forest Land Management

Summary

As part of the combined efforts launched by the Government of Vietnam to prevent deforestation, the Ministry of Agriculture and Rural Development (MARD) has prepared, with the assistance of the World Bank, a Country Programme Framework for Sustainable Forest and Land Management (CPFSFLM).

The overall objective of the Country Programme Framework for Sustainable Forest and Land Management (CPFSFLM) programme is to halt and reverse the continued degradation of forest and forest land and to restore and maintain the function of forest ecosystems in order to realise local and global environmental benefits.

Launched by the Government of Vietnam and prepared by the MARD, this framework is a result of combined efforts to reverse the trend of deforestation. The framework establishes an alliance of national stakeholders and international donors with the common objectives of: (i) halting and reversing the trend of forest and forest land degradation; (ii) restoring and maintaining the function of forest ecosystems to realise local and global environmental benefits, and; (iii) increasing institutional capacity to support, and land users to invest in, sustainable forest land management. Key donors have identified a set of investment projects and programmes that will address these objectives across a range of forest degradation and forest land conversion situations, as well as promote the sustainable and productive use of formerly forested “bare” land.

Three Global Environment Facility (GEF) agencies (the World Bank (WB), the United Nations Development Programme (UNDP) and the International Fund for Agricultural Development (IFAD)) have prepared proposals to be submitted to the GEF for co-financing under the CPFSFLM. These include the World Bank’s Sustainable Forest Land Management Project, which focuses on the central coast  of Vietnam specifically on biodiversity conservation issues associated with the substantial areas of natural forests remaining in that area. It also includes the UNDP project that aims to produce local and global environmental benefits within the context of sustainable development and poverty reduction through the restoration of regulating ecosystem services. Also included under this umbrella programme is the IFAD project the Promotion of Sustainable Forest and Land Management in the Vietnam Uplands, which aims to preserve forest resources and reduce land degradation through the application of sustainable forest management and land management techniques, the promotion of diversification strategies and institutional strengthening, in allocated or rented forest land of the uplands.
